The overall objective of the PISU, through this technical assistance, is to support Transnet to achieve the Operation's objective and to deliver the Operation in an efficient, effective, coordinated and sustainable way, that complies fully with the requirements of the financing provided / to be provided to Transnet by the EIB.The specific objectives of the PISU are to support Transnet during project preparation and implementation of essential infrastructure investments on its low-carbon pathways while promoting investments in enabling public sector infrastructure, sustainable growth and action on energy, transport and logistics as well as climate change. These investments are foreseen to be in particular in the port and rail sectors. By doing so, it is expected that the Schemes to be financed will achieve the highest possible compliance levels in terms of environmental and climate readiness, public procurement and technical soundness for the benefit of the country, its people and its environment.
The technical assistance also aims to build internal capacity and the transfer of usable skills and expertise at Transnet as and if needed, ensure that the Schemes chosen and implemented promote road to rail modal shift, efficient ports, rail-friendly freight, green hydrogen initiatives that drive the transition to a sustainable, job creating green and connected economy for South Africa.
The Finance and Contract Lead should be proficient in project management principles, including planning, organizing, and executing projects within budget and timelines. Experience in coordinating and managing financial aspects of projects, monitoring financial performance and contracts, as well as managing project risks is crucial. The expert is expected to lead on Contractual support and training and capacity building and studies development preparation and in support for all other workstreams as and when needed.
QualificationsQualification and skills:
- University degree in engineering, finance, accounting, law, or related discipline, orequivalent;
- Proficiency in oral and written English language;
General professional experience:
- Minimum of twelve (12) years of general working experience, with at least three (3) years working in in Sub-Saharan Africa;
- Working experience in South Africa would be an advantage;
Specific professional experience:
- At least seven (7) in financial management, compliance management, contract management, financial modelling, business case development and risk assessment;
- At least five (5) years experience in managing teams of procurement, costing, scheduling, accounting, financial and/or legal experts;
- Experience in finance and/or contract management of two large infrastructure projects (CAPEX > EUR 50m) within the last ten (10) years;
- Knowledge and experience in understanding financing mechanisms such as public-private partnerships (PPPs), grants, loans, and other financial instruments relevant to infrastructure projects;
- Knowledge and experience in the legal and regulatory requirements related to financial management, contracts, and procurement in South Africa would be an advantage;
- Proven experience in working with EIB, EU, and/or other IFI's (eg. AfDB, WB, AFD/Proparco, FMO, KfW) on similar assignments.
