DEPARTMENT OF WOMEN, YOUTH AND PERSONS WITH DISABILITIES. The mandate of the Department is to lead on socio economic transformation and the empowerment and participation of women, youth and persons with disabilities through mainstreaming, advocacy, monitoring and evaluation.

Responsibilities
  • Develop and maintain an institutional mechanism for advancing youth programmes and participate in stakeholder initiatives advocating for socio economic empowerment.
  • Foster and manage partnerships with civil society organisations, government and corporate for implementation of youth socio economic development through outreach initiatives.
  • Design and manage stakeholder outreach initiatives that promote socio economic empowerment of young people, including creating project plans for implementation.
  • Initiate, manage and strengthen partnerships across sectors; coordinate and co host youth month activities.
  • Develop and finalise the National Youth Machinery framework and mobilise young people to become active agents for social change and leadership development.
  • Identify and manage capacity building initiatives and incorporate them into youth development activities.
  • Integrate and mainstream youth programmes across sectors in all spheres of governance.
  • Provide technical support to political principals, including developing concept documents, memoranda, briefing notes and strategic inputs for the DG, Deputy Minister, Minister, Cabinet and Parliament.
  • Support the DG and political principals on national and international youth engagements and compile country reports and follow ups on obligations.
  • Coordinate and report on National Youth Machinery Meetings (NYM), manage the NYM, support provincial and local Youth Machineries, and provide oversight of the National Youth Development Agency (NYDA).
  • Compile quarterly NYDA monitoring reports, conduct NYDA site visits, quality assure NYDA documents, facilitate quarterly tranche payments, and develop and manage the DWYPD NYDA shareholder compact.
Qualifications
  • Appropriate Degree (NQF Level 7) in Social Science, Development Science or Economics as recognised by SAQA.
  • Certificate of successful completion of the National School of the Government's SMS Pre Entry programme prior to appointment.
  • A minimum of five (5) years' experience at a Middle/Senior Managerial level.
  • A valid driver's licence.
  • Proven experience in Youth Development, Youth Advocacy and Mainstreaming, Project, Stakeholder and Communication Management.
  • Knowledge of government legislation and policies, including Youth Development legislation, PFMA, Treasury Regulations and Batho Pele principles.
  • Skills in youth and gender diversity awareness, effective report writing, verbal and written communication, people management and empowerment, financial management, problem solving, service delivery innovation, client orientation, strategic capabilities, leadership, influence, networking, research and knowledge management, transformation and change management, and computer literacy (MS Office).
  • Personal attributes of ethical behaviour, honesty and integrity, emotional intelligence, passion, achievement orientation, ability to work under pressure, maintain confidentiality and respect for copyrights.
Salary and Management Echelon

Salary: R1,266,714 per annum (Level 13). Management Echelon: Director Governance and Regulations for the Rights of Youth, Ref No: DWYPD/016/2025.
