- Develop a one-year operating plan that optimizes regional facilities and engineering to ensure it is understood by all employees and measured by scorecards
- Develop, monitor and control a one-year budget to deliver the operating plan
- Manage the delivery of regional facilities and portfolio operational service levels
- Manage and monitor the regional building management system including metering online
- Monitor all energy and water consumption on site in line with the ESG/Sustainability Score Card
- Ensure electrical and/or mechanical equipment on regional infrastructure is regularly maintained and serviceable to enable the campus to operate efficiently
- Ensure the maintenance of temperature disciplines across all regional buildings with special focus on server rooms
- Ensure Business Continuity Plan (BCP) is in place for all regions and regularly updated with alternatives for electricity and water supply, critical spares, etc.
- Provision of security services and fire protection services by managing Regional Security Managers and continuously reviewing fire rationale on all regional buildings with fire maintenance plan in place
- Management of the regional facilities in line with functional location and maintenance plan across all disciplines
- Adherence to the OHS Act, SABS Code of Practices, ASIB, environmental legislation and other relevant legislation
- Ensure adequate provision of gas and LPG services
- Manage the business unit against the standards set in the Facilities and Property Management Strategy in line with best operating practice
- Build, develop and entrench a high-performance culture within the Regional Facilities Team by providing leadership, guidance, support and hands on coaching to direct reports and Service Provider Contract Managers
- Manage the business unit KPAs, talent management, succession planning, reward and recognition and employee relations in line with business policies
- Manage all service contracts through SLAs
- Manage corporate governance requirements including financial controls through Facilities and Property Management PPPs and legal compliance
- Ensure availability and continuity of all equipment and systems at MTN Head Office within the relevant PPP and SLA
- Manage response to service interruptions
- Implement corrective action when faced with malfunction of any service resource in the building
- Ensure availability of necessary essential services (e.g. water and electricity)
- Capacitate the building with emergency amenities in accordance with health and safety stipulations (emergency exits clearly marked, contact numbers clearly displayed, no smoking signs and demarcated areas)
- Implement the operational plan for the availability of safety & security personnel at the MTN Sites
- Conduct audits/inspections to ensure efficient and optimal delivery of security, parking and access control management in both systems and physical terms at MTN Sites
- Explore and promote opportunities in the context of facilities management and provide feedback to Head of Department
- Input into the long term plan (1-3 years) for the Facilities & Property Management business unit
- Contribute towards continuous improvement and innovation at process and procedural level
- Ensure availability and continuity of all campus building equipment and systems on a 24 hour basis through effective management of supervisors and specialists
- Identify and prepare relevant information and data for reporting purposes
- Make assessments and draw solutions from qualitative data, making logical deductions and conclusions
- Prepare and submit clear, concise and relevant facilities and technical management reporting in line with reporting requirements for Building and Plant Performance
- Ensure immediate response to service interruptions via direct reports
- Facilitate resolution of facilities related queries and ensure TAT in the Facilities Management System
- Assist with preparation of detailed documentation sufficient to allow for tenders for facilities' services to be called for
- Submit reporting in line with requirements to the Head of Department Facilities & Property Management
- Implement processes to continuously identify quality constraints and improve recurring problems
- Maintain quality standards that enhance overall building functioning, services and cost efficiency
- Work consistently according to standard operating procedures
- Understand and communicate the consequences of not maintaining quality focus (consequence management)
- Identify processes and procedures where quality of work may be improved
- Analyse situations and take necessary action to ensure quality is maintained
- Seek and act on feedback from clients and stakeholders to improve quality and customer service standards
- Define and monitor execution of processes and procedures regarding building management
- Continually improve existing processes and procedures to enhance effectiveness, efficiency and performance
- Ensure standard of service from external contractors aligns with MTN requirements
- Ensure adherence to Service Level Agreements and scope of works
- Conduct quarterly quality and safety inspections at MTN Sites within sphere of control
- Ensure all facilities support structures are in place before occupational handover
- Manage MTN's energy consumption and waste disposal at MTN Regional Buildings responsibly
- Measure energy consumption; monitor and control water management, building energy management, compliance to environmental regulations
- Provide feedback on safety, health and environmental issues to responsible Manager
- Communicate risk and hazard areas to Senior Manager Health, Safety, Security and Environment
- Implement and manage all Health & Safety KPIs set out by corporate Specialist Health & Safety Team
- Conduct quarterly operational risk management audits as per the PPPs and ISO Quality Management Programmes
- Ensure buildings/sites compliance to ISO Standards
- Implement governance as outlined in the Fraud Risk Register
- Control the budget, ensuring all expenditure is in line with agreed budgets
- Identify areas where money is lost and seek ways to reduce expenditure
- Integrate the GM: Regional Operations management meeting structure to better position Facilities & Property management strategy
- Initiate change to continually improve all aspects of service delivery
- Maintain relationships with strategic services providers
- Improve customer satisfaction and employee office experience
- Direct, guide, motivate and influence outsource partners to enable effective service delivery
- Manage MTN facilities by engaging with all stakeholders (Corporate, Branded Retail Channel, Warehousing, NWG and Regional Operation)
- Collaborate with team members responsible for day to day management of facilities at respective sites
- High standards of service delivery at all levels
- Implementation of MTN Facilities Management PPPs
- Relevant tertiary qualification in Engineering (Preferably Mechanical or Electrical or equivalent)
- Contract Management and Technical Qualification (National/N Diploma in any technical field) an added advantage
- Leadership or Management Development Programmes will be an added advantage
- 5 years' experience in a major facilities corporate or operational environment with technical/building engineering as a leading experience
- 1-2 years in a management position
- Process optimisation and contract management preferably within the telecommunications industry
- Project management
- Knowledge of all aspects of facilities/security/technical management
- Contracts and negotiation background (added advantage)
- Project management principles
- Mechanical or electrical engineering background
- Ability to conceptualise and implement synergies in different operations
- Ability to analyse and interpret financial and performance indicators at a detailed level
- Demonstrates a thorough understanding of the business measures and targets relating to own role
- Have an in-depth understanding of relevant health and safety legislation
- Ability to quickly develop knowledge and understanding of suppliers', customers and service provider business and demonstrates passion for customer delivery
- Demonstrates understanding of the impact of own role on service delivery to internal and external customers
- Understand relevant legislation
