Job Description
Reports To - Group Health & Safety Officer
Overview -To protect the health and safety of the employer and its employees by ensuring that health, safety and environmental (HSE) standards and procedures are implemented, monitored and effectively managed, including the identification of workplace risks and hazards.To be involved in risk management, the management of construction documentation, subcontractor coordination, and project close-out procedures.
Requirements- Matric/Grade 12
- Advanced computer literacy
- Valid driver's license
- Safety Management Training Course (SAMTRAC) and/or Safety Officer Training (SHETRAC)
- Hazard Identification and Risk Assessment (HIRA) training
- Legal Liability training/courses
- Incident Investigation training
- Basic knowledge of Hazardous Chemical Substances regulations and handling procedures
- Minimum of 5-10 years' Health and Safety experience within the construction industry
- Thorough knowledge of relevant Health, Safety and Environmental (HSE) legislation
- Sound knowledge of the Occupational Health and Safety Act (OHSA) and Compensation for Occupational Injuries and Diseases Act (COIDA)
- Fully registered with the South African Council for the Project and Construction Management Professions (SACPCMP)
- Fall Protection Plan Developer training will be advantageous
- Ergonomics training will be advantageous
- Ensure compliance with safety regulations.
- Prepare and maintain Company Standard HSE Files in accordance with client requirements.
- Conduct site inspections and audits as required, identifying and minimising risks to the company and employees.
- Identify unsafe acts, unsafe conditions, and workplace hazards; investigate root causes and implement corrective and preventative actions.
- Conduct Workplace Hazard Identification and Risk Assessments (HIRA).
- Inspect workplaces, machinery, plant, equipment, substances, appliances, and processes to determine potential risks or hazards that may cause injury or harm to employees and other persons on site.
- Investigate accidents, near-miss incidents, dangerous occurrences, and occupational diseases occurring in the workplace.
- Compile and submit health and safety reports to management, and relevant third parties.
- Prepare and submit HSE reports highlighting non-conformances, risks, incidents, corrective actions, and areas for improvement.
- Develop and implement site-specific Risk Assessments, Safe Operating Procedures (SOPs), and Safe Work Procedures (SWPs).
- Conduct Health and Safety inductions, toolbox talks, etc.
- Prepare and implement a Construction Health and Safety Plan in compliance with the Occupational Health and Safety Act (OHSA) and client specifications.
- Attend regular site, technical, and progress meetings.
- Facilitate and participate in site safety meetings.
- Identify hazards and risks relevant to the construction project through regular, coordinated site inspections.
- Establish and maintain effective health and safety communication systems, including the distribution of HSE-related documentation to subcontractors.
- Compile project-specific emergency response and preparedness plans.
- Test and evaluate the effectiveness of emergency response plans.
- Conduct site safety inductions.
- Report, investigate, and document all project-related incidents.
- Maintain accurate and up-to-date health and safety records and registers.
- Participate in management reviews of the Health, Safety and Environmental (HSE) systems.
- Perform trend analysis on incidents and audit findings to identify system deficiencies and recommend improvements.
- Assist in ensuring compliance with Coega Development Corporation (CDC) requirements and/or other similar procedures and standards.
- Compile and submit statistical HSE reports.
- Review and approve contractors' Health and Safety files.
- Evaluate subcontractor compliance with project-specific Health and Safety requirements and client specifications through inspections and audits.
- Manage and monitor subcontractor Health and Safety performance on site.
- Compile and submit a consolidated Health and Safety File in accordance with project specifications.
