Job Description

TOWN PLANNER REQUIREMENTS
  • Bachelors Degree in Town Planning or equivalent at NQF level 7;
  • 4 years relevant experience;
  • Code B Driving License;
  • Registration with SACPLAN as a Professional Planner;
  • Thorough knowledge of spatial Planning, GIS and IDP planning processes and Local Government Sector processes;
  • Sound knowledge of research and analytical theories and practices;
  • Excellent communication skills. Excellent, report writing and presentation skills;
  • Drive and tenacity to lead a senior multi-disciplinary team during IDP and Town Planning processes;
  • Must be able to speak/ read and write in at least two of official languages in Kouga Municipality (Afrikaans, English and Xhosa).

R.63 - R.79 Per Annum (Excluding Vehicle Allowance)

DUTIES
  • Keeping abreast with developments and legislative imperatives supporting economic development and community improvement.
  • Facilitating the development and review of the Spatial Development Framework, including participation and providing of professional guidance on preparation of the SDF for the municipality.
  • Evaluating and commenting on the applicability of specific spatial planning key performance indicators and measures (systems and policies) against outcomes detailed in the Business and Strategic Plans for the Local area.
  • Presenting a conceptual framework and action plans of current and future Spatial Development & Strategic Planning interventions for presentation to the Manager.
  • Coordinating the synergies between the various areas within the Department to achieve sustainable and efficient planning and development processes through cooperation between the different sections for implementation of totally sustainable Spatial Development & Strategic Planning services.
  • Defining/ adjusting the role boundaries, workflow process and job design against laid down service delivery requirements and statutory regulations.
  • Conducting appraisals for immediate subordinates to measure performance against agreed objectivities, counseling and consulting with personnel on developmental goals, career paths and, short-term service delivery targets and standards.
  • Analyzing and reporting on statistical information pertaining to staff attendance, overtime, leave and addressing deviations or occurrences of abuse and/ or workplace conflict in accordance with Human Resources and Skills Development Policies and Procedures and Codes of Good Practice encapsulated in Employment Legislation.
  • Analyzing trends, operating requirements and budget forward plans to establish/ determine funding/ expenditure for the period.
  • Evaluating the Section's performance against budget and addressing deviations/ variances with the Manager.
  • Implementing corrective measures to rectify deviations/ acts contrary to financial regulations, audit requirements and departmental procedure.
  • Communicating with the Council's Financial Section on audit findings and recommendations and institutes the necessary investigational or corrective measures.
  • Formulating/ adjusting operational plans to guide the provision of core services within the region with due consideration given to capacity and capability to sustain the quality of Spatial Development & Strategic Planning.
  • Evaluating property and town planning matters relating to Spatial Development & Strategic Planning.
  • Addressing technical issues through the provision of information, advice on support programs.
  • Overseeing the implementation of projects, programmes and policies as required and ensuring that the relevant deadlines are met.
  • Conducting continuous research for information purposes relevant to National & Provincial Legislation, and Policies and Programmes in order to align with local programs, projects and policies, including SPLUMA.
  • Refining reports and plans on Spatial Development & Strategic Planning projects, programs and policies and submitting for public comment and inputs prior to submission to Council.
  • Formulating Spatial Development & Strategic Planning policy guidelines for discussion with the Manager and to reach consensus with stakeholders and interested and affected parties and submitting refined policies to Council for approval, implementation and review.
  • Planning the inclusion of sectoral groupings within the Municipality into the Spatial Development Plan in collaboration with the Manager.
  • Developing detailed action and business plans including the identification of key strategic development priorities, taking into consideration budget allocations and measuring the extent to which the Development Plan is implemented within the municipality, and detailing reporting mechanisms to be made available for inspection.
  • Participating in various meetings (council, standing committees, internal and external forums, including spheres of Government), attending publicity information sessions, workshops, forums, etc. and provides comments/ opinions on matters affecting or concerning the functionality in order to review performance and development priorities.
  • Responding, through the collection of factual information and/ or conducting the necessary investigation/ inspection, to enquiries and concerns on service delivery from the general public, councilors, government departments, developers, etc.
  • Preparing investigational, productivity and performance reports referring to statistical data and qualitative information related to service delivery initiatives of the Department for the attention of the Manager for consideration and inclusion into Council and Sub Committee reports.
  • Verifying and approving completed instructional/ operational documentation, extracting information from field reports/ activity lists and approving for processing.
  • Compiling investigational reports and / or responses to correspondences and queries, undertaking research or extracting information and records to support content, recommendations and/ or opinion.
  • Maintaining the activity and recordkeeping systems and/ or executing specific actions to facilitate the updating of registers and schedules (safety/ process monitoring)
