Job Description

A well established company in Kempton Park is seeking a Regulations & Control Room Manager.

As a Regulations & Control Room Manager at you will be responsible for managing all Control Room functions as well as the implementation, compliance and enforcement of all Safety Regulations. You will be required to carry out timely and accurate reporting as well as ensuring the safe, efficient and competent operation of all aspects of the Control Room.

TECHNICAL SKILLS REQUIRED
  • Matric or technical equivalent
  • Solid understanding of power plant processes and turbo-generator / boiler plant and equipment
  • PC Skills, Microsoft Word, Excel and Outlook, Maximo, OPSLOG Workflow (ETD Requirements NQF Level 4)
  • ETD Certification as Electrical Level 4 Legislative Practitioner would be an advantage as would Certification as an Assessor & Moderator
EXPERIENCE REQUIRED
  • Good knowledge and understanding of various types of plant derived through a combination of practical experience and formal training
  • Minimum of six years demonstrated experience in operation of coal fired power stations
  • Minimum of 3 years experience in a power generating facility carrying out plant isolations and issuing Safe to Work permits as required by the maintenance department
CORE FUNCTIONS
  • Maintain an updated register for the issue & returns of all Plant Safety and High Voltage Regulations, as well as PFFR books issued to all Authorized Persons in terms of the Regulations.
  • Assume responsibility for issuing of all amendments to the Regulations to relative persons
  • Provide relative training on all issued amendments
  • Maintain an updated electronic register for all persons authorized as Responsible/Appointed/Skilled Persons and Exam Committee Members
  • Maintain an updated register for all Master Keys Issued / Returned by Authorized Persons
  • Responsible for updating all Authorization Files - Hard Copies
  • Responsible for labelling of Keys used on Breaker Panels, as well as Key Cabinets
  • Drafting of all Standard Operating Instructions/Procedures
  • Investigation of all Plant Safety & High Voltage Regulation Violations
  • Drafting of all Safety-related procedures
  • Be aware of and pursue the objectives of the KPS Employee Equity Plan
  • Actively participate and encourage good housekeeping, teamwork and upholding of superior standards
  • Improve awareness by leading toolbox talks, safety audits etc.
  • Lead by example, encourage teamwork and a culture of continuous improvement
  • Issue and control of all 2 way radios and Flash Suits
  • Issue and control of all Safety Locks
  • Create and disturbance of Daily Station Control Room Data
PERMIT TO WORK ADMINISTRATION
  • Maintaining of system records
  • Administrator for all System Software
  • Training of Production / Maintenance staff on the use of Permit to Work System
  • Responsible for Authorizing all Production / Maintenance staff on the Permit System relating to:
    • PSR & ORHVS Authorizations
    • Access Data Base
    • Work Station Data
    • Qualifications
    • Skills
    • Draft and loading of all Standard Isolations
    • Creating & loading of all Plant Related Codes
    • Work Schedule / Production approval of Permit Applications
    • Compilation of station logs with all main / sub and plant codes
    • Compilation of all Out of Normal / Temporary Operating Instructions / Specific Instructions
  • Carry out Monthly audits on the Permit to Work System relative to the application of the Regulations on plant.
  • Carry out job observations on Responsible / Appointed Persons
  • Compilation and submission of Audit reports relating to Regulation Violations to all first line managers for appropriate actions/feedback.
APPLOADER / PRODUCTION MINUTES
  • Administrator for all Software
  • Provide relevant training on APPLOADER / Production Minutes as and when required
  • Create and load all plant check sheets - OPSLOG
  • Create and load all OPSLOG configurations
  • Create and load all Plant Codes for effective log writing
  • Ensure compliance with all Standard Isolations
  • Maintain an updated database of all Users
  • Maintain an updated database for all Standby Users
  • Create all plant-related codes and upload to the system
  • Provide relevant training on Temporary Operating & Out of Normal Instructions as and when required
  • Keep updated register of all annex room operating activities
  • Keep record of all local switching
  • Verifying all annex room camera footage
EXAM COMMITTEE
  • Chair the Examination Committee
  • Assume responsibility for all practical training - to include the following:
    • Breaker philosophy
    • Confined Space Requirements
    • Facilitate all Plant Safety & HV Regulations / Authorized Supervisor courses
    • Theoretical exam papers
    • Provision of all practical training material
    • Pre-assessment of all candidates prior to evaluation by Exam Committee
    • Preparation of all relevant documentation prior to Committee evaluations
    • Safe Work Procedures
REPORTS & STATISTICS
  • Accurate daily updating of all spreadsheets linked to the Station Control Room
  • Accurate daily completion of Declaration Reports
  • Dealing with City Power on a weekly basis on any over /under disputes
  • Maintain Faults Reports Schedule - share info with all Control Room Operators
  • Plant Status reporting
  • Weekly verification and acceptance of KWH generation with City Power
  • Issuing of timeous and accurate month end reports and ensuring approval by City Power of the KWH on Availability Declarations
  • Daily distribution of Shareholders Report
CONTROL ROOM
  • Ensuring efficient and competent operation of the Control Room
  • Ensuring Control Room Staff comply with the PPA
  • Responsible for taking decisions regarding loading of plant
  • Ensure optimum Control Room Operator competency levels are achieved and maintained by providing regular training
  • Training / Evaluation of Control Room Operators
  • Manage Control Room access parameters
  • Daily updating of Production Minutes
    • Ensuring Operating Mimic is a true reflection of Plant Status
    • Issuing of accurate daily morning report on Generator Running Hours + Station Loading
    • Daily updating of Generator Running Hours on Admin building board
GENERAL DEPARTMENT MANAGEMENT
  • Assume overall responsibility for effective manning of your department and take responsibility for leave arrangements, plant cover, overtime management and disciplinary issues. Maintain an accurate written record of your arrangements.
  • Enforce discipline in the department and ensure compliance with The company Disciplinary Codes.
  • Ensure Company communications are effectively communicated to your Team.
  • Receive, check and authorise time sheets and leave requests in a timely manner and present to HR/Payroll.
  • Carry out timeous and meaningful Performance Reviews. Assist in providing development plans, counselling, review feedback and identify training needs of your department.
  • Provide on-job training and mentoring.
  • Be aware of and pursue the objectives of the KPS Employee Equity Plan
  • Improve safety awareness by leading toolbox talks, safety audits etc.
  • Lead by example, encourage teamwork and a culture of continuous improvement
