REQUIREMENTS- Relevant NQF 7 qualification in Development Studies/Human Settlement/Public Administration or equivalent;
- Post graduate qualification will be an added advantage;
- 5 years' relevant experience;
- Valid driver's license with own transport;
- Excellent planning and organising skills;
- Excellent communication, conflict and negotiating skills;
- Must be able to handle highly pressurized situations;
- Must be willing to attend meetings after hours;
- Knowledge of Local Government Legislation and the Housing Code, Housing Subsidy Programmes and related legislation/policies and regulations;
- Must be able to speak, read and write in at least two official languages of Kouga Municipality (Afrikaans, English, and Xhosa).

TASK17
DUTIES- Directs and controls outcomes associated with utilization, productivity, performance & discipline of personnel;
- Prepares plans and develops strategies, including defining goals to determine and present the sustainability of Human Settlement projects;
- Conduct regular surveys to determine the location, origin and extent of and the conditions prevailing in each informal settlement;
- Monitor and control all informal settlements and take the necessary steps to prevent land invasion within the area of jurisdiction of the Municipality;
- Undertake and promote liaison and communication with local communities with a view to obtain understanding and co-operation regarding the prevention of land invasion;
- Liaising and consulting with National, Provincial, District and other Local Government bodies on Housing/ Human settlements matters;
- Co-ordinating and monitoring the implementation of housing programmes in Kouga Municipality;
- Ensure the relevant policies are communicated to all residents of every informal settlement;
- Supervise maintenance of the National Housing Needs Register (NHNR)and beneficiary management (HSS);
- Prepare Progress reports on Human Settlements projects for submission to Committee meetings;
- Building institutional capacity in response to the changing legislative environment by ensuring a well trained, innovative effective and empowered workforce and designing and managing appropriate institutional arrangements focusing on housing administration section;
- Providing strategic leadership to the Housing Administration Section;
- Responsible for the preparation of capital and operating budgets and control of expenditure in terms of the MFMA;
- Undertake performance evaluations of personnel through regular review of individual KPA's and KPI's and implement quality control;
- Identify, analyse and develop new systems to deliver services that contributes to the improvement of organisational processes in order to improve service delivery and in order to create a Directorate renowned for good practice and excellence;
- Responsible for the future management and maintenance of Social Housing and Council's Public and Staff Rental Housing Stock, and stakeholder relationships;
- Responsible for the administration of the National Housing Needs Register (NHNR), housing demand database, beneficiary management and title deed registration (IRDP & Housing Schemes, FHF, Social Housing);
- Overseeing and developing of Standard Operating Procedures ("SOPs") in relation to the Section;
- Performing functions associated with coordinating and implementing policies, plans, and programs relating to Housing Administration;
- Ensuring that the Housing Administration Section stay abreast with the latest housing and housing administration trends and philosophies by undertaking research and attending conferences and workshops on behalf of the section.
