Position Purpose

To drive and manage the implementation of Supply Chain Management (SCM) policies, governance processes and procedures, standards, legal compliance, risk and fraud management within TPT SCM.

Position Outputs
  1. Strategic leadership of Compliance and Risk
    • Lead and manage the governance and reporting aspects within SCM.
    • Lead and manage the Governance Specialists and the Risk, Compliance and Assurance Specialist within Supply Chain.
  2. Management of Compliance and Risk Management Function
    • Managing and facilitating ongoing compliance with procurement controls and standards.
    • Manage fraud prevention or detection methodologies, strategies and processes within Supply Chain.
    • Manage and conduct frequent compliance checks or mock audits on tenders issued to the market and/or contracts awarded to contractors within TPT Supply Chain to ensure readiness for applicable legislations, regulations, acts, etc. prior to internal or external audits.
    • Manage and conduct internal compliance gateway reviews of the relevant tenders and contracts against demand management, tender management, procure-to-pay, and contract management processes to ensure compliance with relevant legislations, regulations, acts and the Supply Chain Control Framework.
    • Manage the development of Control Self Assessment (CSA) within Supply Chain in line with the approved Controls Framework to ensure that all relevant Supply Chain compliance risks are well mitigated.
    • Review and update the SCM risk register based on the control environment, mitigating actions and emerging conditions.
    • Provide expert advice and oversight on iSCM compliance and risk management to relevant procurement managers, the Supply Chain team within TPT Supply Chain and other stakeholders within TPT.
  3. Manage Key Stakeholder Relationships
    • Provide training and awareness on the Supply Chain process to all relevant internal and external TPT stakeholders.
    • Liaise with the TIA team, external auditors, Group Governance, National Treasury and other relevant stakeholders as required.
    • Attend Risk Management Team (RMT) meetings, Internal Control Steering Committee (ICSC) meetings, Fraud Working Group (FWG), Corporate Governance, Group Governance COE, Supply Chain management meetings and any other committees or meetings to provide valuable inputs to support the business.
    • PFMA champion for Supply Chain Management.
  4. Functional Leadership and Management
    • Managed the process of ensuring all Supply Chain Audit Issues' corrective actions are implemented within agreed timelines by all relevant stakeholders.
    • Enforce governance, compliance and risk management in all aspects of the Supply Chain process within TPT by monitoring BCCs, maintaining close integration and cooperation with all other functionalities in SCM.
    • Review submissions prior to them being submitted to National Treasury.
  5. Capability Development
    • Agree performance measures (SPOs), ongoing performance management, skills development and appraisal for direct reports.
    • Implement succession planning.
    • Drive the values and behaviours required to create a positive motivational culture in Transnet's SCM arena, specifically in Governance, Risk and Compliance.
  6. Develop and Manage Strategic Initiatives
    • Plan and resolve resource constraints related to staffing, information, systems or physical infrastructure.
    • Manage and maintain DOA templates and the process of establishing DOAs within the SCM environment.
    • Develop and enforce proper controls for the safeguarding of documents (electronic and hard copies) within the Supply Chain environment.
    • Conduct DOA framework workshops to create training and awareness within Supply Chain and enforce compliance to the Supply Chain DOA.
    • Develop, implement, update and monitor procurement process templates.
  7. Reporting and Monitoring
    • Manage the process of identifying and reporting on emerging risks or non compliance issues pertaining to TPT SCM.
    • Standardise procurement reporting across all regions, covering process review, gap analysis, redesign, standardisation, integration and alignment.
    • Serve as a custodian of TPT SCM's information repository, reporting and performance management.
    • Provide relevant reports, presentations and feedback on supply chain risk and compliance to governance committees such as ICSC, Fraud Working Group, RMT, etc.
    • Highlight to relevant procurement managers and senior managers within Supply Chain the achievement of compliance and risk mitigation targets on a monthly, quarterly and annual basis.
    • Monitor, report and sign off on all potential or actual PFMA violations to the internal controls unit or team and/or ICSC, and provide corrective actions for any potential or actual PFMA violations.
    • Manage and monitor risk management, audit and control compliance plan (CCP) action plans.
    • Prepare monthly reports: Heatmap, Exco, Contract Management.
  8. Other Responsibilities
    • Perform relevant ad-hoc functions as requested by the Senior Manager: Governance, Risk and Compliance and/or the CPO.
Qualifications and Experience
  • Bachelor's Degree/B Tech in Supply Chain Management, Legal or Commercial.
  • Minimum of 6-8 years' experience in a Legal/Governance or Supply Chain Management role.
  • Relevant qualification (NQF 6).
  • 8 years of relevant experience with at least 3 years at managerial level or specialist experience.
