Position Purpose
  • Strategic & Operational focus on network maintenance, and rehabilitation projects for effective goods in transit on the rail infrastructure through cross subsidisation of maintenance execution from external client revenue streams.
  • Provide efficient passage for Trains to deliver freight to local and external markets whilst funding network through external revenues cross subsidised from construction work and while maintaining a balance between rehabilitation work and external competitive scope of work.
Position Outputs
  • Develop and lead the implementation of TRIM Infrastructure Asset Life Cycle Strategy while fostering innovative solutions to meet business strategy.
  • Drive network maintenance for the Corridors to deliver export coal, iron ore, manganese, chrome, containers and other commodities to local and global markets.
  • Develop and drive the implementation of the renewal of all TRIM Railway Infrastructure.
  • Collaborate with the Train Operating Companies (TOC's), other Transnet ODs, Customers, PRASA, Municipalities, TIH and Regional Railway Administrations to develop regional railway infrastructure standards, infrastructure availability and infrastructure reliability.
  • Develop effective infrastructure condition monitoring capabilities and capacity to ensure more effective preventative condition based maintenance strategies.
  • Develop and drive a program to skills development and improvement for all critical technical skills in the railway infrastructure management and maintenance functions.
  • Drive the development of local suppliers and infrastructure component / materials manufacturers to support increased localisation and job creation agendas.
  • Reduce lifecycle maintenance costs of railway infrastructure, Overhead Infrastructure and Rolling stock by driving improvements in the wheel rail and pantograph OHTE interfaces.
  • Provide efficient network material and OnTrack machine logistics for major annual shutdown maintenance and normal maintenance activities.
  • Develop and drive the implementation of integrated railway network maintenance strategy and plans that meet the requirements of current and future rail infrastructure.
  • Ensure good corporate governance and reporting analysis and implement internal controls that ensure compliance with applicable legislation, policy, standards, guidelines, procedures and practices.
  • Maintain best, latest and relevant maintenance philosophies and practices to maximise operations safety, quality and cost effectiveness.
  • Develop and implement rail network renewal Programme through Perway, Electrical and Signalling Refurbishment.
  • Drive Maintenance and rehabilitation projects for the regions and focus on external revenue to cross subsidise Network maintenance.
  • Provision of advanced infrastructure planning and logistics to ensure preventative maintenance and condition assessment of the rail network across the country.
  • Planning and execution of annual Shutdowns in coordination with other ODs.
Qualifications and Experience
  • Bachelor of Science in Engineering / Bachelor of Engineering or equivalent Engineering qualification in either Civil, Electrical, Electronics or Mechanical Engineering.
  • Engineering Council of South Africa (ECSA) registration as a Professional Engineer.
  • Minimum 12 years' experience in a Senior Engineering Environment of which at least 5 - 7 years in a senior managerial role.
  • Thorough knowledge and experience in multidisciplinary railway maintenance, rehabilitation, planning and logistics.
  • Requirement of trust and honesty in the handling of finances as per the National Credit Act Amendment 19.
  • Must undergo Lifestyle Audit.
