- Drive network rail engineering and modernisation with more focus on capital planning & prioritisation, rail market technology scanning & deployment, and development maintenance compliance standards.
- Provision of engineering services in Capital Projects Planning & Execution, Network Strategy formulation & execution, and Modernisation of network technologies and keeping local & global network maintenance standards.
- Define the long term National Railway Infrastructure Master Plan.
- Develop and publish the National State of infrastructure report to ensure public visibility of infrastructure condition and costs to the railway industry.
- Identify the long term infrastructure capacity requirements and define development plans; including interventions to address capacity gaps and opportunities for private sector participation in the development and/or modernisation of railway infrastructure in South Africa.
- Collaborate with the Operating Corridors, other Transnet ODs, Regional Railway Administrations, Municipalities, Customers, etc. to identify future infrastructure capacity challenges and gaps; and work with them to develop viable investment business cases.
- Define and lead the railway infrastructure improvement and development capital pipeline and portfolio planning.
- Develop and implement strategies and tactical actions for mechanisation, automation and modernisation of railway infrastructure management and maintenance.
- Develop innovation and cost effective strategies to enable the feasible revitalisation of Branch Lines, Municipal Infrastructure and Customer railway infrastructure to facilitate the revitalisation of closed and/or low density networks; and thereby facilitate rural economic development and job creation by enabling freight and people mobility and access to markets/suppliers.
- Drive the competitiveness of TOC's by reducing the cost of railway infrastructure, leveraging engineering and infrastructure configurations to reduce energy requirements for successful operation and reduce rolling resistance.
- Drive the renewal and modernisation of the railway signalling and Train Control systems to improve the velocity on the network and thereby reduce energy consumption and improve the productive output of the railway network within and across Operating Corridors.
- Develop and scan rail market for technologies that are technically suitable and cost effective for TRIM's railway network.
- Develop bankable major engineering CAPEX and COPEX projects and ensure specifications, quality, costs and project timeline compliance.
- Drive the development of bankable infrastructure capital investment business cases, and manage infrastructure capital investment programmes.
- Ensure cost effective capital expansion and modernisation of the rail infrastructure network without compromising standards and safety.
- Drive innovative Telecommunication technologies supported by local and global standards for internal and external clients.
- Conduct research and development on Technology Management of rail infrastructure and rolling stock.
- Ensure good corporate governance and reporting analysis and implement internal controls that ensure compliance with applicable legislation, policy, standards, guidelines, procedures and practices.
- Provide compliance to maintenance standards & world class rail infrastructure practices.
- Conduct investigations, benchmarks and implement relevant best engineering practices in line with technological market and industry changes.
- Develop a centre of excellence regarding programme/project management, maintenance and engineering continuous improvement.
- Bachelor of Science in Engineering, Bachelor of Engineering or equivalent Engineering qualification in either Civil, Electrical, Electronics or Mechanical Engineering.
- Engineering Council of South Africa (ECSA) registration as a Professional Engineer.
- Minimum 12 years' experience in a Senior Engineering Environment of which at least 5 7 years in a senior managerial role.
- Thorough knowledge in leading multidisciplinary mega projects in railways, as well as implementation of various rail engineering technologies.
- Requirement of trust and honesty in the handling of finances as per the National Credit Act Amendment 19.
