Position SummarySilo Construction SA is seeking a commercially astute and strategically driven Commercial Manager / Business Development Manager to lead and oversee the company's commercial, tendering, quantity surveying, and business development functions within the Southern Africa region. The incumbent will be responsible for ensuring profitability, cost control, contractual compliance, risk mitigation, and revenue growth through effective tender management, contract administration, financial oversight, and client relationship development. The role requires strong technical knowledge of construction commercial processes, market intelligence, and the ability to secure new business opportunities aligned with the company's strategic objectives.
Key Responsibilities Commercial Management- Lead the commercial function across all regional projects.
- Ensure strict cost control and budget adherence across sites.
- Oversee preparation, monitoring, and reporting of project cash flows.
- Manage contract administration in line with JBCC, NEC, FIDIC or other applicable construction contracts.
- Identify, assess, and mitigate commercial risks.
- Monitor project profitability and gross margins.
- Oversee variation claims, extension of time claims, and final accounts.
- Ensure accurate monthly cost value reconciliations (CVRs).
- Implement commercial best practices and internal controls.
- Provide commercial advice to senior management on strategic decisions.
- Ensure compliance with company financial policies and procedures.
- Lead and manage the full tender process from identification to submission.
- Review tender documents, drawings, BOQs, and specifications.
- Coordinate with estimators, QSs, and operational teams for pricing strategy.
- Develop competitive and profitable pricing models.
- Conduct risk assessments on tenders prior to submission.
- Ensure timely submission of compliant and complete tender documentation.
- Participate in tender clarification meetings and negotiations.
- Maintain a tender pipeline and forecasting register.
- Analyse tender outcomes and implement lessons learned for continuous improvement.
- Supervise regional Quantity Surveyors and commercial staff.
- Ensure accurate measurement and valuation of works.
- Oversee preparation of interim payment applications.
- Monitor subcontractor procurement, valuations, and payments.
- Ensure proper subcontract agreements are in place.
- Approve final accounts with clients and subcontractors.
- Ensure cost reporting aligns with project budgets.
- Monitor procurement schedules in collaboration with site teams.
- Bachelor's Degree in Quantity Surveying / Construction Management / Commercial Management.
- Professional Registration (PrQS, MRICS, or equivalent) - advantageous.
- Postgraduate qualification in Business Management or MBA - advantageous.
- Minimum 8-12 years' experience in the construction industry.
- At least 5 years in a senior commercial or business development role.
- Proven track record in securing tenders and growing revenue.
- Strong experience with large-scale construction projects.
- Extensive knowledge of JBCC, NEC, GCC or FIDIC contracts.
- Experience in managing multidisciplinary commercial teams.
