Purpose of the JobTo develop business continuity management programs, review company BCM policies and plans, and advise management on possible risks to ensure the organisation functions in a legal and ethical manner while meeting its business goals. The mandate is to ensure an effective enterprise BCM governance framework that is consistent with general regulatory requirements and industry best practices/standards, and is maintained and adhered to across the Enterprise.
Responsibilities- Develop BCM policies, frameworks, guidelines and plans aligned with latest guidelines and industry leading practice.
- Develop institutional materials for distribution to all employees to enhance awareness of compliance activities, including posters.
- Develop corrective action plans for problematic issues and provide guidance on resolution, future prevention and mitigation.
- Exercise discretion and use independent judgement on matters of significance.
- Stay abreast of changes in regulation, guidance and best practices, and inform management of compliance changes that may affect the organisation.
- Provide guidance and assistance to management in coordinating and overseeing an effective BCM program in line with current industry best practices, regulatory guidance and requirements.
- Assist various departments in evaluating policies and procedures for compliance with relevant BCM legislations and regulations.
- Identify potential areas of BCM vulnerability and risk through analysis and assessment.
- Review proposed business continuity and disaster recovery plans for design, completeness, and overall adequacy.
- Monitor effectiveness of recovery and control of operations and recommend improvements.
- Contribute to development and maintenance of the enterprise wide BCM program, including development of tools and instructional guides.
- Establish and maintain program processes and practices that ensure the enterprise program remains current and incorporates industry standards.
- Support and/or lead processes that support BCM governance requirements as part of the enterprise operational risk framework.
- Provide guidance and direction to stakeholders to ensure their BCM processes align with the NHFC's enterprise wide BCM program and quality standards.
- Review documentation with BCM owners and business process owners.
- Participate as an independent business continuity professional in support of initiatives to achieve the risk management objectives of EWRM.
- Provide subject matter expert support for business continuity management.
- Participate in external business continuity organizations and keep abreast of industry best practices and trends.
- Facilitate the development of a comprehensive BCM process covering crisis management, crisis communications, business resumption planning, IT disaster recovery planning, and related activities.
- Evaluate standards, policies and procedures, relationships with external agencies and authorities, training and awareness materials, budgetary documentation, documented plans, recovery location and hot site contracts, test results, service level agreements, regulatory requirements, and supply chain/vendors.
- Assist with facilitating and attending internal audit meetings.
- Monitor progress against the internal audit plan and ensure quarterly reporting of progress and action plans.
- Ensure the internal audit plan is risk based and submit annual plan and charter for approval.
- Track all internal audit findings and ensure business units respond to relevant findings.
- Prepare reports on internal audit progress.
- Assist with strategic and operational risk management, including development of operational risk registers, facilitation of operational risk assessments, risk management training, and business contingency planning.
- Maintain continued operations, asset protection, and loss mitigation during disruptions by coordinating technology resources with business units and development groups.
- Perform periodic reviews and tests of established Business Continuity Plans and procedures, reporting findings and making recommendations for improvement.
- Develop, coordinate and participate in routine multifaceted educational and training programs focused on BCM elements to ensure employees and management are knowledgeable of and comply with BCM policies, procedures and plans.
- Develop awareness program and material for the NHFC.
- Monitor performance of BCM programs and related activities and take appropriate steps to improve effectiveness.
- Conduct routine and focused reviews of policy and procedure adherence and coordinate audits generated by external sources.
- Oversee and monitor BCM activities and undertakings in line with strategic direction, compliance and operating objectives approved by the Board.

Qualifications
- A Bachelor's Degree in Business Continuity Management, Business Administration, Finance, Economics or a comparable field.
- Membership with the BCM Institute and/or IRMSA.
- Optional Certification: Business Continuity Certified Expert or Business Continuity Certified Planner.
Experience
- Minimum 5 to 8 years of exposure to internal business continuity or risk management.
- Preferred: Similar experience in a comparable environment.
