Salary: R582,444 per annum. Benefits: Housing and Medical Allowance, 13th Cheque, Provident Fund.

Purpose of the Position

The Assistant Manager: Acquisition is responsible for the procurement of goods and services in line with SCM policy guidelines and related legislative frameworks. The role is also responsible for the processing of tenders including facilitation of bid adjudication and the functioning of the Valuation Bid Committee. The focus of the role is to implement procurement policies and strategies as well as coordinate procurement practices to maximize savings and benefits available to PANSALB from purchasing activities. The role further focuses on the selection of appropriate suppliers and contractors while promoting good procurement practices with due regard to sustainability and ethical procurement frameworks. The incumbent must also maintain systems, policies, processes and procedures of this unit to effectively mitigate risk, prevent fraud and ensure compliance with legislative, regulatory and good governance requirements and practices. Whilst complying with the unit's policies and procedures, the incumbent must focus on improving and supporting their work to respond to PANSALB's business requirements through troubleshooting and diagnosis of problems and taking corrective measures. The role also includes the training and development of the SCM Clerk.

Minimum Requirements

Applicants must be in possession of a 3 year National Diploma or Bachelor's degree in Supply Chain, Business Administration (or equivalent qualification) with 3 to 5 years' experience working in the procurement environment, experience and knowledge of materials management. A Post graduate qualification will be an added advantage. Sound knowledge of language and legislation Policy, Financial Awareness, Operational Planning and Public Sector Governance. Sound knowledge of financial management systems, process and procedures, risk management and contract management. Knowledge of the relevant National Treasury legislation and regulations, and the PFMA. Understand the Preferential Procurement Framework Act of 2000 and the Black Economic Empowerment Act. Sound Knowledge of Supply Chain Management policies, processes and procedures. A valid Code 08 drivers' license and preparedness to work under pressure and travel extensively. Willingness to accept responsibility and other functions that may be delegated.

Key Performance Areas

The successful incumbent will be expected to perform amongst others but not limited to the following tasks and responsibilities: Administration of the tendering process through evaluating tender submissions according to procurement policies and procedures as well as treasury relations. Procurement of goods and services for PANSALB through categorizing service providers according to the goods/services they can supply and obtain quotations for the required good/services. Processing Payment within the SCM Unit by keeping record of all our contracts to meet our obligation per contract entered into. Support the optimization of Supply Chain Unit. Manage database through capturing all the supplier's application forms on PANSALB'S database on quarterly basis etc. Administration of voice and data contracts. Contract Management through developing monitoring and evaluation reports. Maintain and monitor physical/electronic records of all tenders and contract documents and files.
