Responsibilities
The Force Development Operations Research Systems Analyst (ORSA) applies advanced data science, statistical modeling, and operations research techniques to enhance Army G-8 force development, acquisition, and modernization initiatives. This role designs and employs predictive models, performs readiness and resourcing analyses, and utilizes tools such as SAS, Python, R, Tableau, and Power BI to generate actionable insights. Essential Job Function
1. Requirements and Acquisition Oversight
• Apply JCIDS (AR 71-9, CJCSI 3170.01) and Defense Acquisition System (DoDI 5000.2) processes.
• Review and analyze Army and Joint requirements/acquisition documents (ICDs, A-CDDs, CDDs, ONS, BOIPs, ORDs, etc.).
• Prepare leadership with recommended positions and decision-support products for AROC, JROC, JCB, FCB, and other forums.
2. Data Analysis and Business Intelligence
• Extract and analyze data from Army systems (AE2S-M, CAMS, LAQA, ETR, LQA, cQUIP, AESIP, ECOP, FMSWeb, cPROBE).
• Build and employ Business Intelligence and automation tools (Power BI, Power Apps, SharePoint, Tableau, Qlik, MS 365).
• Apply optimization and modeling tools (R, SAS) for resourcing, modernization, readiness, and distribution analysis.
3. Program and Resource Management
• Support Army programming, budgeting, and execution (POM, PPBE, SPAR).
• Develop and present investment options, prioritize RDT&E and procurement resources, and validate AAO/APO requirements.
• Assess program funding impacts from PDMs and congressional marks and update allocation/distribution plans with ASC (LMI).
4. Force Development and Modernization
• Provide analysis, options, and recommendations on modernization priorities (ReARMM, MDO, AimPoint, NDS).
• Participate in TAA, FFR, AMEC, and ASRC processes to inform modernization strategies and resolve shortfalls.
• Support analysis and modeling for force modernization, equipment distribution, and readiness optimization.
5. Leadership Support and Coordination
• Provide senior leaders with timely EXSUMs, information papers, smart books, and program documentation (including four-hour responses when required).
• Coordinate with ASA(ALT), PMs, HQDA staff, ACOMs, and Joint organizations on equipping and modernization issues.
• Prepare briefing products and support decision forums (boards, councils, reviews).
6. Advanced Analytics and Modeling
• Develop statistical, predictive, and simulation-based models (e.g., regression, ANOVA, queuing theory, flow modeling).
• Collect and organize data from multiple sources, apply analytic techniques, and determine measures of effectiveness.
• Construct symbolic models of processes/systems and apply computational, mathematical, and statistical techniques to evaluate solutions.
• Use predictive modeling, cost analysis, and business reengineering/IDEF modeling to solve complex resourcing and modernization problems.
7. Strategic Communication and Documentation
• Produce decision-support briefings, budget justification documents, and strategic communication plans.
• Maintain situational awareness of assigned programs and report funding, readiness, and equipping status to leadership.
• Conduct quality reviews of program materials to ensure accuracy and clarity for senior decision-makers.
Minimum Qualifications
• Bachelor's degree in operations research, applied mathematics statistics, engineering (Systems or Industrial), or computer science
• A minimum of four (4) years ORSA experience
• Secret Clearance required

- Present the results of mathematical modeling and data analysis to management or other end users.
- Collaborate with others in the organization to ensure successful implementation of solutions.
- Identify and track WS's, including constituent systems, risks, issues, and opportunities.
- Implement Operations Research (OR) techniques for consistent, predictive analysis of data to identify WS risks, issues, and opportunities.
- Utilize and/or tailor identified risks for implementation into the WS Worthiness Assessment (WWA) process.
- Aggregate and document the results of RIO analysis for presentation to AFNWC/NC leadership for situational awareness and to support decision-making.
- Support WS lead Command, and program offices as directed.
Qualifications:
- 5+ years experience in operations research, systems analysis, or management sciences.
- Bachelor's degree in Operations Research, Math, Science, Engineering, or a related field requiring significant mathematics and/or statistics.
- Capable of working with the technical or engineering teams to ensure proper support.
- Able to formulate and apply mathematical modeling and other optimizing methods to develop and interpret information that assists management with decision making, policy formulation, or other managerial functions.
- Experience collecting and analyzing data and develop decision support software, services, or products.
- Experience supporting NC3 or Air Force enterprise programs desired.
- Must be detail oriented and have excellent problem-solving and analytical abilities.
- Must have strong communications skills and the ability to work professionally with all levels of an organization.
- Must be a US citizen and hold an active Top Secret clearance (or TS/SCI)

Operations Research Analyst - Level 5 or Level 6 , to join our team.
The preferred location for this role is McLean VA. We may consider one of our other major Space sector locations. Join the Space revolution and make the impossible, possible.
This position can be filled at either a Level 5 or 6.
In this job, you will:
• Plan all aspects and lead the development of Rough Order of Magnitude (ROMs), Budgetary Planning Estimate (BPEs), or cost targets for large/complex efforts.
• Generate and present analyses for key executive reviews.
• Formulate estimating methods for new technologies using company data.
• Develop and maintain estimating factors, regression analysis and estimating relationships.
• Provide guidance and instruction to junior analysts on assignments.
• Support Analysis-of-Alternatives (AoAs), Business Case Analyses (BCAs), affordability initiatives, should-cost exercises, engineering trade analyses and Design-to-Cost (DTC).
• Initiate and lead cost studies to generate metrics and analysis for business use.
• Guide or perform data collection, normalization, and analysis.
• Assist in developing, maintaining and delivering training.
• Utilize proprietary and commercial models and software tools.
• Provide data visualization and relational analysis.
• Act as thought leader and primary contributor to the Sector historical cost and technical database.
• Lead and support Independent Cost Evaluations (ICE) in support of the company-wide governance and risk management process.
• Identify and evaluate risk and opportunities in cost estimates, terms and conditions, and all other business management related functions.
• Key interface to counterpart US government cost estimating organizations.

Basic Qualifications:
Basic Qualifications for a Level 5:
• Bachelor's degree with 12 years of professional experience in Cost Modeling and Data Engineering - OR - Master's degree with 10 years of professional experience in Cost Modeling and Data Engineering.
Basic Qualifications for a Level 6:
• Bachelor's degree with 14 years of professional experience in Cost Modeling and Data Engineering - OR - Master's degree with 12 years of professional experience in Cost Modeling and Data Engineering.
Additional Basic Qualifications for both levels:
• Demonstrated experience in business management and labor and non-labor cost estimating.
• Experience with various estimating techniques for estimating new aerospace systems.
• Strong problem solving and analytical skills; ability to make recommendations and provide guidance to effectively bring projects to completion.
• Advanced Excel skills.
• Experience with cost data normalization and transformation.
• Excellent communication skills, both written and verbal, with the ability to use them in informing, presenting, negotiating and problem solving with a wide range of functions and people.
• Ability to travel up to 15% of the time.
• Requires an active U.S. Government DoD Top-Secret security clearance at time of application, current and within scope, with the ability to obtain and maintain SCI approval/access. US Citizenship is a prerequisite.
Preferred Qualifications:
• Experience estimating Major Defense Acquisition Programs (MDAPs) or equivalent and or performing Life Cycle Cost (LCC) estimates.
• Experience working in space systems programs.
• Experience with parametric estimating techniques and principles.
• Experience using industry tools such as SEER, Crystal Ball, ACE-IT, USCM.
• Experience with data visualization tools, e.g. Tableau and/or Power BI.
• Experience with languages and tools such as R, Python, ML models, etc.
• Relevant experience including exposures in the cost/business management/ops research world, with a strong knowledge of quantitative risk techniques, cost and risk modeling, and government contracts.
• Database design/SQL experience.
• Experience in the aerospace industry.

Salary Range:
$134, $233,300.00Salary Range 2: $147, $256,400.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
