DEPARTMENT OF TRANSPORTATION The County of El Dorado, Department of Transportation is responsible for funding, designing, building, operating, and maintaining the County Road System. El Dorado County's Road System currently consists of approximately 1083 centerline miles of paved roadway, 76 bridges, a multitude of storm drainage systems, and related transportation facilities. ENGINEERING DIVISION The Engineering Division provides planning, design, and construction management services within the unincorporated area of El Dorado County. Responsibilities of the Division includes: delivering capital projects from initial planning phases through design and construction and post-construction environmental monitoring. THE OPPORTUNITY Use your knowledge and experience performing a variety of difficult to complex technical and professional civil engineering duties in the field and in the office; providing project coordination, direction, and review for other staff. The selected candidate will have the opportunity to: • Perform professional engineering work in areas such as design, construction, land development, transportation, traffic planning, surveying, mapping, solid waste and landfill operations, stormwater control, and flood control engineering. • Prepare, analyze, review, and interpret work documents, engineering plans, specifications, reports, and special projects. • Prepare accurate cost estimates, budgets, project schedules, and resource requirements. • Review and comment on environmental impact reports and traffic studies. • Review encroachment permit applications, issue permits, and inspect utility work for compliance. • Administer and inspect capital improvement projects, including roadways and bridges. • Participate in predevelopment reviews, develop conditions of approval, and provide plan check services for compliance with standards. • Process lot line adjustments, right-of-way abandonments, easements, and grant deed dedications. • Prepare and provide detailed engineering reports, correspondence, staff reports, ordinances, and resolutions. • Coordinate capital improvement projects with contractors, utility companies, and other agencies. • Conduct field inspections and ensure compliance with applicable standards. • Develop and maintain geographic information systems and coordinate stormwater and groundwater monitoring. • Generate technical reports, identify, interpret, and analyze technical data. • Engage with organizational and community groups, respond to inquiries, and investigate complaints regarding engineering issues. Establish and maintain positive working relationships with various stakeholders, including the public, contractors, consultants, and internal staff. Additional Duties for Associate Civil Engineer: • Oversee a broad range of engineering activities for public works projects, including transportation planning, traffic engineering, and real property. • Lead the administration and inspection of construction contracts. • Monitor approved project budgets and ensure adherence throughout the project lifecycle. • Ensure accuracy and completeness of design plans and specifications. • Provide recommendations for project approvals, development agreements, and conditions. • Act in a non-supervisorial, "lead worker" capacity when overseeing technical job functions. • Prepare detailed reports and present findings to the Chief Administrative Office, Board of Supervisors, and other key stakeholders. The University of Virginia at Charlottesville has over 18 million gross square feet of learning, research, residential, and support space across a geographically dispersed 1175 acres. Facilities Management is comprised of 1,200 skilled and talented individuals who are dedicated to service excellence. Facilities Management is responsible for the day-to-day operation, repair, and maintenance of UVA's buildings, infrastructure, and grounds, in addition to managing capital construction and renovation for University-owned and leased properties. The Energy and Utilities team is responsible for energy generation, distribution, operation, maintenance, and renewal of the utilities infrastructure, with a strategic focus on safety, stewardship, and sustainability. The University is built on a district energy model, with one main heat plant, four combined heating/cooling plants, nine chiller plants, hundreds of miles of (steam, hot water, chilled water, potable water, sanitary, and stormwater) distribution, and an internal medium voltage electrical distribution grid anchored by three 35kV to 13kV substations, as well as a fossil-fuel free utility plant (currently under construction). This team's primary responsibility is to ensure both present and future energy needs of the University Community are realized through the most reliable, resilient, sustainable, and cost-effective plan. Minimizing fossil fuel consumption and integrating new and alternative energy generation and distribution technology with the existing infrastructure are strategic elements of this plan. Position Summary: This position will work in a variety of facilities, operations, and all aspects of the University. The successful candidate will demonstrate the ability to work on and with all members of the team as well as the ability to apply engineering principles, knowledge, experience, and technical expertise to support the development, installation, and operations of University infrastructure, specifically within Energy & Utilities. The role will have the opportunity to work with and from all areas of Energy & Utilities, as well as other areas within Facilities Management. Responsibilities: • Be an integral part of the Energy & Utilities (E&U) team, as a technical expert in various aspects of our systems, utilities and infrastructure, including chilled water, heating water, steam, domestic water, rainwater, sanitary and storm systems. • Independently develop Civil Engineering designs and drawings for projects within the E&U portfolio, consisting of pipe material selection, pipe routing, flow calculations, development of system profiles, details, and coordination with other trades. • Perform project management tasks for small projects (<$3M) for civil related projects within E&U, including planning, developing, coordinating, and overseeing projects from initiation to completion. • Perform field work to gather existing system data and infrastructure information to aid in system design and modifications for systems serving utility plants and buildings. • Contribute to E&U master planning of the domestic water, sanitary and storm systems • Utilize applicable software to perform hydronic modeling, specifically of our domestic water, storm and sanitary systems (currently Pipe-Flo). • Assist in the project and construction management of non-capital projects within E&U, performing site visits and site inspections of civil related utilities. • Perform project reviews of all non-E&U projects which contain civil drawings, providing comments to the design teams to ensure alignment with the University Design Guidelines and E&U preferences and recommendations. • Contribute to the development of a BMP installation guidance and maintenance requirements program. • As the subject matter expert, provide annual recommendations of updates to the University Design Guidelines • Monitor and instruct sound practices to ensure a safe working environment. • When applicable, provide professional customer service by promptly responding to work requests and establishing acceptable resolutions to concerns. • Research background information on projects, formulate plans, present work with clarity for approval, develop design documents, and respond to requests during construction. Procure and manage contract services when needed. Qualifications: • Education: Bachelor's degree in Civil Engineering.
