GENERAL STATEMENT OF JOB Under general supervision, this position is responsible for highly confidential administrative work, involving input, retrieval, research, update and filing of criminal and other law enforcement records. Reports to a Police Sergeant. ESSENTIAL JOB FUNCTIONS Assists, queries and or disseminates criminal history information, National Crime Information Center (NCIC) entries, hits and warrant information to authorized law enforcement personnel, Portsmouth General District Courts, Patrol Officers and detectives; and enters, modifies and cancels information on the National Crime Information Center (NCIC) and the Virginia Criminal Information Network (VCIN). Assists with citizens’ reports, crime line reporting, and provides citizen with information assistance; answers and compiles information from anonymous callers and forwards to appropriate areas; receives and records tow/impound/repossession information. Collects, enters and maintains felony criminal case files in applicable Records Management System (RMS); and enters, modifies and voids parking ticket data into the Ticket Trax computerized system. Processes and files subpoenas and updates and maintains police personnel “in-box” folders, and reviews offense reports, accident reports and other police records daily for routine quality control. Performs quality customer service to the public to include the provision of police reports, fingerprinting, felon registrations, local criminal record checks, collection of fees and parking ticket fines; issues and receives a variety of equipment, to include vehicle assignment, from police personnel; takes non-emergency police reports from citizens. Performs other duties as assigned. Individual assignments will be determined by supervisor based on current workload and department needs. EDUCATION & EXPERIENCE Requires graduation from high school or the equivalent, and 1-2 years of administrative work experience to include experience using computers; or any equivalent combination of education and experience which provides the required education and experience. SPECIAL REQUIREMENTS Selected applicants must be available to work all assigned shifts. This will include day shift or night shift. Requires a comprehensive background investigation to include a local, state and federal criminal history check and sex offender registry. Required to obtain and maintain NCIC/VCIN level certification within six (6) months of hire. A valid driver’s license with an acceptable driving record. Must have the ability to work various rotating shifts to include weekends, holidays, special events, and emergency callback situations. MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS Physical Requirements: Must be physically able to operate a variety of machinery and equipment to include a computer keyboard, calculators, copiers and two-way radios and communications equipment. Must be able to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Physical requirements of the job are those rated for Sedentary Work. Light work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work, and the worker sits most of the time, the job is rated for Light Work. Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things. Introduction This is highly responsible and specialized clerical work within the Records Room and Property Room of the Department of Police Service. Work involves the performance of duties which require attention to detail and accuracy in filing and recording information. Work is performed independently under general supervision. Performance is reviewed by the Unit Supervisor, who along with other supervisory personnel available to answer questions or resolve problems. There is extensive communication with the public, city agencies, and police employees utilizing computers and telephones. Note hours of work cover 24/7 operations and will include weekends and holidays: 8 am - 4 pm 4 pm - 12 am 12 am - 8 am Shifts are bid by seniority per bargaining agreement. * Starting salary $46,772 -$47,834. After one year of successful service, provided that the employee has met requirements and demonstrated proficiency in all functions, an employee in the classification of Police Records Clerk shall receive a classification and salary upgrade to Police Records Clerk II, the salary range of which is currently $48,362 - $52,606. TYPICAL DUTIES AND RESPONSIBILITIES Initiates and maintains proper files on all arrested persons using standard department recording methods. Performs warrant checks via manual and automated systems. Enters information into in-house and state computer systems relative to arrested and wanted persons in accordance with standard procedure. Handles requests from persons seeking information held within the Records Unit in accordance with law and regulations. Shifts are: 8am - 4pm / 4pm - 12am / 12am - 8am, and are bid by seniority. *The Connecticut On-Line Law Enforcement Communications Teleprocessing (COLLECT) System is utilized throughout Connecticut to access valuable online State and Federal law enforcement resources. The COLLECT system is the statewide criminal justice system that is dedicated to the law enforcement and criminal justice agencies in the State of Connecticut. Position Title: Police Information Specialist - Records Technician Bargaining Unit: AFSCME Job Description: This classification is reserved for incumbents whose position is covered by the contract of a recognized collective bargaining unit (AFSCME). Working under the general supervision of the Records Program Manager and Shift Supervisors, incumbent while processing, reviewing and gathering police information from a variety of handwritten documents, electronic storage and mobile data devices. Enters and reviews data in automated Records Management Systems (RMS). Researches and retrieves information in response to request for service from department employees, other agency personnel and the general public, including GRAMA records requests. Maintains files via Bureau of Criminal Identification. along with special assignments and a variety of technical duties required to provide more complex police information and support services to department employees, law enforcement agencies, criminal prosecutors, judicial agencies, and the general public. This is a specialized and responsible position requiring independent judgment, effective decision making, frequently interacts with other employees and the general public, and requires the ability to maintain confidentiality. If this position requires operation of a city-owned motor vehicle, the employee may be subject to a motor vehicle record check as part of the onboarding or hiring process. Receives and processes telephone, electronic, and walk-in inquiries for service from department employees, other agency personnel and the general public by phone or in person. Uses knowledge of the Records Management System (RMS) and operation procedures to research, collect or retrieve information to respond to inquiries. From handwritten documents and electronic devices, enters and/or processes police reports, events, and associated records and documents into the automated Records Management System (RMS). Verifies and appends all associated police reports/documents, property reports, arrest bookings, and citations to the appropriate reports. Operates computers and specialized office equipment. Provides information and referrals as necessary in response to queries or complaints from the public and other agencies. Process and maintains specific GRAMA (Government Records Access and Management Act) requests to the appropriate division or staff members in order to provide the proper information to the requestor. Receives payments, handles money, issues receipts, and keeps accurate records of transactions. May assist at the Service Window collecting fees, issuing ID Cards and fingerprinting for both public and city employees. Reviews all entry components in the Records Management System (RMS) for accuracy and quality control. Receives and processes various @types of reports and requests for services from divisional, departmental, law enforcement, prosecutorial and judicial employees was well and the general public. Receives and acts on the National Law Enforcement Telecommunications System (NLETS) and Tele@type messages and requests. Composes written responses to tele@types to acknowledge receipt or to notify the sender of action taken. Reviews all National Crime Information Center (NCIC) to ensure accuracy and quality control, including Validations; makes entries, modifications and removes information pertaining to missing persons, stolen vehicles/articles/guns and wanted persons on National Crime Information Center (NCIC). Adheres to all requirements by BCI in order to maintain access to NLETS and NCIC. May serve on divisional and departmental committees as a representative of the Records Unit. Sorts and distributes mail and drives a City or Department vehicle to deliver and receive mail/paperwork from other city/county offices. Performs other duties as assigned. MINIMUM QUALIFCATIONS: Graduation from high school or equivalency Ability to obtain and maintain, within six months of hire, certification on Utah Criminal Justice Information System (UCJIS) files and successfully complete established Records Management System (RMS) training and examination. Ability to learn divisional and departmental policies, procedures, and systems as well as related laws and regulations, and ability to work in compliance with these directives. Ability to perform related duties with a high level of accuracy and expertise.
