Sub-Accountant: Supply Chain Management MN 4033/25

Qualifications:

  • National Diploma in Logistics, Supply Chain Management, Accounting or equivalent NQF qualification.
  • Compliant with the MFMA minimum competency requirements as per Government Gazette 29967 (will be an added advantage).
  • Project Management & Financial Management skills and experience.
  • Valid Driver's License.
  • Computer Literate (MS Word, Excel & PowerPoint).
  • Excellent interpersonal & communication skills.
  • Competent in interpretation, implementation and enforcement of relevant legislation and applicable policies.
  • Skills and competencies associated with vocation: analytical thinking, empowerment, adaptability, communication, leadership skills, presentation skills, conflict and stress management, negotiation skills.
  • A hard working, self-disciplined person with strong leadership and motivational qualities.
  • 3 5 years' relevant experience within Supply Chain Management within Local Government Authority.
DUTIES
  • Placement of invite to quote advertisement/notices in media (Government & Provincial Gazette).
  • Peruse all PRs/quotes for purchases between R.00 and R.00.
  • Keep and distribute minutes and agendas of Bid Committee Meetings.
  • Report to Assistant Director on all acquisitions and bidding activities above R.00.
  • Ensure that all expenditure on goods and services is incurred in terms of an approved budget in terms of section 15 of the MFMA act.
  • Ensure that all Bid documentation and adjudication criteria and general conditions of contracts are in accordance with the applicable SCM policy is properly considered.
  • Keep minutes of any negotiations with preferred bidders for record purposes.
  • Record and report to Assistant Director the reasons for any deviations that may occur as set out in section 36 of regulations.
  • Implementation of SCM policy and all relevant legislation.
  • Monitor bid committee meetings, preparation and submission of minutes and agenda.
  • Implement proper record keeping of SCM process and documentation.
  • Liaise with suppliers and end users.
  • Assist with the preparation and reporting of monthly procurement transactions.
  • Perform any other related ad hoc tasks and duties as and when requested by management from time to time.
SALARY

R .00 p.a. - R .00 p.a. (Level 06 of a Grade 04 Local Authority)

Total package inclusive of all benefits: R .60 p.a.
