Job Description
•To provide oversight on improving railway safety through optimisation of technology and engineering solutions in the rolling stock interfaces through:
•Promotion of innovative engineering and technological solutions to optimise workplace safety and safe railway operation
•Providing quality assurance on the engineering and technology equipment (product lifecycle management) value chain processes to enhance workplace safety and safe railway operations.
•Providing technical expertise in occurrence investigations and contractor management
Position Outputs1.Direct strategic plans to manage safety risks and enforce compliance with Railway Safety standards and legislation through deployment of engineering solutions in Transnet, other rail operators, customers and strategic partners on the TRIM network and over border operations. Examples of applicable legislation Local by-laws, Provincial ordinances and National legislation (Engineering Profession Act, Act 46 of 2000, Public Finance Management Act, Railway Safety Act, Act 30 of 2024, Basic Conditions of Employment Act, Hazardous Substances Act 15 of 1973, and Occupational Health and Safety Act, Act 85 of 1993)
2.Lead the development of strategic Railway safety risk management plans to as low as reasonably practicable in accordance with the "Hierarchy of Controls principles". Provide input to ensure that safety is built in into the system design (rather than an addition later in the systems operational lifecycle) and provide expert advice to multiple disciplines i.e. Operations, Rolling stock, Railway Infrastructure, Technology Management, Human Capital, and Product lifecycle management.
3.Use industry standards and practises drawn from international, regional and national players to inform operational, engineering and technological options.
4.Promote the strategic intent of 4th Industrial Revolution and the TRIM safety principle of migrating from administrative controls and introduce the most effective engineering and technological controls to mitigate human error risks.
5.Participate in setting organisational-wide objectives and targets for Technical Engineering Safety and Quality, monitor and evaluate performance and report in pursuit of continual improvement.
6.Direct and monitor the development, implementation and maintenance of Technical Engineering Safety and quality management system (Facilitate the development of Policies, Procedures, Standards, and Guidelines to manage the risks within Transnet, other Operators, and neighbouring countries) in line with international and national best practice i.e.
•SANS 3000-2-2 Requirements for systemic engineering and operational standard -Track and associated civil infrastructure and installations
•SANS 3000-2-2-1 Requirements for systemic engineering and operational standard-Level crossings
•SANS 3000-2-3 Requirements for systemic engineering and operational standard-Rolling stock
•SANS 3000-2-6 Requirements for systemic engineering and operational standard- Interoperability, and interface and intraface.
7.Provide oversight of quality assurance for rolling stock belonging to other Train operators. Ensure third parties provide a valid certificate of fitness for their rolling stock.
8.Provide oversight of quality assurance for rolling stock and rail infrastructure within Transnet. Ensure Transnet Engineering provides a valid certificate of fitness for rolling stock maintained on behalf of Transnet Rail Infrastructure Manager.
9.Conduct Research and benchmarking with world-class organisations to drive innovation and identify relevant solutions for TRIM.
10.Promote and provide technical input into the selection of the technologies within the organisation, utilising relevant standards, technical risk assessments and compliance with legal obligations.
11.Build capability (competent personnel, processes, procedures, standards and technology) to conduct technical railway occurrence investigations, systems review, occurrence data analysis, and provide technical input into high-level investigations, advice the organisation on technical solutions required to prevent or mitigate railway occurrences. Research and recommend feasible innovative technological solutions in rail occurrence prevention.
12.Build capability to provide quality assurance in the technical, technological, and engineering products value chain that have a significant impact on safety performance. Lead and provide assurance on the implementation of TRIM Integrated Management System (TRIM IMS).
13.Build capacity to establish health and safety specifications and provide quality assurance on contractor safety management during shutdowns and other projects.
14.Maintain strategic relations with key internal & external stakeholders, such as the Department of Employment and Labour, and other relevant Regulators to understand expectations and manage interfaces to ensure compliance.
15.Facilitate the development of business cases for the Technical Engineering Safety and Quality programs and ensure constant monitoring of financial performance of the programs.
16.Manage the departmental cost centre budget and expenditure. Manage all People management processes such as recruitment, performance, talent management, etc. within the safety function. Support, maximise and manage specialist functions within the Technical Engineering Safety and Quality department.
Qualifications and Experience1.Bachelor's degree or Equivalent in Engineering (Mechanical or Electrical)
2.Post-graduate qualification in Engineering Management and GCC (Government Certificate of Competency) would be an added advantage.
3.10 -12 years' experience in Technical Engineering Safety with at least 5 years at Senior Management level.
4.Requirement of Trust and Honesty in the handling of Finances as per the National Credit Act Amendment 195. Must undergo lifestyle audit.
