Job Description
Position OverviewSPEC-Africa requires a highly experienced Senior Quantity Surveyor responsible for the commercial management of major construction, security infrastructure, power and engineering projects.
The role oversees the full commercial lifecycle of projects, including tendering, procurement, cost control, contract administration, certification, and final account closure.
The successful candidate must have the capability to manage large and complex projects independently, ensure strong commercial discipline, and provide leadership across project, procurement, and commercial teams.
This role is critical in ensuring project profitability, financial control, and contractual compliance across all projects within the organisation.
Professional Registration (Mandatory)The incumbent must be professionally registered as a PrQS (Professional Quantity Surveyor) with the South African Council for the Quantity Surveying Profession (SACQSP).
Candidates who are not currently registered as a PrQS will not be considered.
Key Responsibilities- Provide commercial leadership across all projects within the organisation.
- Ensure effective cost control and financial management of projects.
- Advise executive management on project profitability, financial risks, and cost exposure.
- Implement and maintain commercial management systems and procedures.
Manage the complete commercial lifecycle of projects, including:
- Tender preparation and submission
- Procurement and subcontractor management
- Project cost control and forecasting
- Interim valuations and payment certificates
- Management of variations and contractual claims
- Final accounts and project close-out
- Review and evaluate all client tender documentation and specifications.
- Develop detailed Bills of Quantities (BOQs).
- Prepare accurate project cost estimates and pricing strategies.
- Obtain estimates and quotations from subcontractors and suppliers.
- Evaluate external quotations and pricing submissions.
- Manage tender clarifications, amendments, and revisions.
- Oversee procurement strategies and purchasing for projects.
- Evaluate subcontractor quotations and commercial proposals.
- Manage subcontractor procurement and contract negotiations.
- Ensure procurement aligns with project budgets and cost objectives.
- Implement and maintain effective project cost control systems.
- Monitor project costs against approved budgets.
- Prepare and review cost reports, financial forecasts, and commercial updates.
- Manage project cash flow and cost reporting.
- Identify and mitigate potential commercial risks.
- Administer project contracts and subcontract agreements.
- Prepare and manage interim payment certificates and valuations.
- Manage variations, claims, and contractual adjustments.
- Verify that client contracts and purchase orders align with submitted tenders and quotations.
- Manage final accounts and project financial close-out.
The incumbent must have strong experience using CCS Candy Construction Software, including:
- Bill of Quantities development
- Budget preparation
- Project cost control
- Financial reporting and project monitoring
- Experience with BuildSmart or similar ERP systems will be advantageous.
- Lead and mentor junior Quantity Surveyors and estimators.
- Work closely with project managers, procurement teams, and senior management.
- Establish and maintain commercial best practices across the organisation.
- Support strategic commercial planning and project decision-making.
- BSc Degree in Quantity Surveying.
- Professional Registration with SACQSP as PrQS (Mandatory).
- Minimum 10 years relevant experience in quantity surveying and commercial management.
- Proven experience managing large construction or infrastructure projects.
- Advanced proficiency in CCS Candy software.
- Strong knowledge of contract administration and project commercial management.
- Ability to interpret engineering drawings and technical documentation.
- Strong analytical and financial management capability.
