Position Purpose To take accountability for ensuring the efficient and effective delivery of all Engineering & Design elements within a project(s)/ programme(s) and take accountability for the scope, cost, schedule and quality of Engineering and Design deliverables on all phases of the project(s)/ programme(s) from Conceptualization, Pre-feasibility, Feasibility to Execution. To ensure that Engineering technical solutions are sustainable, fit for purpose and have adopted value engineering principles.

Position Outputs Classified as Strategic 20%, Tactical 30%, Operational 50%.

Responsibilities
  • Engineering Staff and Work management within a portfolio of disciplines in a regional engineering team.
  • Provides leadership, coordination and integration of engineering staff and services over multiple disciplines/segments and/or projects, to ensure accuracy in the application of standards in the engineering and design process and to support the successful delivery of capital projects/programmes.
  • To provide routine and regular reporting to the Project Sponsors, General Managers, Chief Engineer, Project Directors and Execution Team on progress, issues and or areas of concern pertaining to the engineering and design elements of the project(s)/programme(s). To make decisions and co-ordinate overall needs and direction in liaison with the Chief Engineer and Project Director. He/she will review the progress of the engineering and design elements regularly with the engineering discipline specific managers as necessary.
  • Manages staff and the delivery of engineering services across a number of disciplines on multiple projects/programmes. Ensures that their portfolio is resourced with competent engineering staff on an ongoing basis.
  • Provides input on the development and assessment of performance scorecards for staff in their portfolio.
  • Develops and compiles Training and Development Plans in accordance with the Engineering Council of South Africa. Tracks and monitors training and development performance in accordance with policies, procedures and performance planning documentation.
  • Continuously provides feedback and coaching to ensure that trainees perform at optimum productivity level.
  • Manages and resolves conflict within and across teams.
  • Discipline-specific technical expert in facilitating and reviewing technical documentation arising out of the PLP gate reviews.
  • Be the discipline specific owner for the PLP technical criterion.
  • To be the lead manager integrating various discipline specific technical expertise in facilitating and reviewing technical documentation arising out of gate reviews in terms of Transnet's Project Life Cycle Process.
  • Monitors and controls compliance to the PLP methodology on capital infrastructure projects/programmes.
  • Participates in the independent gate review panel and assesses various projects/programmes to ensure compliance to the PLP methodology.
  • Ensures that engineering technical solutions are sustainable, fit for purpose and have adopted value engineering principles.
  • Implements value improving processes, which include Value Engineering and Sustainable Design to ensure "Fit-For-Purpose" technical solutions and lowest project life cycle costs.
  • Ensures that projects/programmes have implemented value improving processes and analyses and reviews engineering documentation to ensure compliance.
  • As a hands-on manager, he/she will participate in project/programme related activities, as necessary, and will be familiar with all aspects of the project/programme implementation.
  • Provision of support to the Project and Construction teams with respect to engineering and design matters on projects/programmes:
    • Arranges and facilitates design reviews and participates as required in engineering and construction reviews, management reviews and proposals.
  • Leads on safety within TPL, raises safety awareness and ensures that design for safety principles are applied to projects/programmes.
  • Develops and implements the Design Management Plan (DMP) together with the project leadership team (including procurement, controls, construction, commissioning), and allocates roles & responsibilities.
  • Directs and reviews engineering activities to ensure that work quality is satisfactory and the most appropriate technical personnel development programs are conducted. Ensures that engineering risk assessments and Hazops are carried out and all identified issues are addressed.
  • Conducts "Lessons Learned" and Value Engineering reviews on the engineering components of projects/programmes. Evaluates and reports on the progress of the engineering team and the results obtained and recommends changes if needed to achieve overall objectives or improve on delivery.
  • Prepares engineering management reports that will input into the project reports, which detail forecasted resource hours versus burned hours, progress on engineering deliverables, risks etc.
  • Efficient and effective delivery of all Engineering & Design elements within a project/programme.
  • Ensures that the engineering elements of projects/programmes are executed safely and in compliance with all regulatory requirements, company policies, standing instructions and safe working procedures. Establish specific policies/procedures relevant to project execution and arrange preparation of the Engineering Work Plan (EWP).
  • Set goals and objectives, identify priorities, clearly communicate these to team members and other relevant parties, and provides leadership in their implementation. Motivates, ensures commitment and builds a result-oriented team focused on achieving the optimum outcome for the team.
  • Directs, controls and manages through nominated staff the technical output from his/her portfolio including procurement and administration of Engineering Consulting Service Providers throughout the engineering and design process of projects/programmes.
  • Co-ordinates the development of project/programme budgets based on sound cost estimation principles and informed by accurate requirements as per the PLP and conducts regular engineering progress and cost estimate review meetings. Takes responsibility for decisions regarding short/long term capital to operating cost trade-offs.
  • Provides support to the Project and Construction teams with respect to engineering and design matters on projects/programmes. He/she fulfils three main roles during the execution of a project/programme, namely Manager, Technical Leader and Communicator.
  • Manages the engineering effort of planning, resourcing and scheduling as well as providing technical leadership, coordination and integrating amongst the various disciplines and effectively resolving any engineering and design issues and conflicts that may arise.
Qualifications and Experience
  • A 4-year Engineering Bachelor's degree: BSc Eng. / B Eng. or BTech Eng. (Electrical, Mechanical, Civil or Chemical).
  • Professionally registered as a Pr. Eng. or Pr. Tech Eng. with ECSA.
  • Post Graduate qualification in Engineering or Management Experience.
  • At least 10 years applicable Engineering and project engineering management experience with infrastructure projects of which:
  • At least 3 to 5 years relevant engineering management experience on hydrocarbon projects/programmes.
  • At least 3 to 5 years' experience in management of a multi-disciplinary team of engineering professionals on mega CAPEX projects in the built environment at a senior managerial level.
  • General Business Management Qualification.
  • A proven track record of developing value-engineered technical infrastructure solutions.
  • Driver licence code B minimum.
Competencies
  • Sound Knowledge of discipline specific engineering technology accordance with world class trends.
  • Knowledge and understanding of the principles of business, the application thereof, the opportunities within business and the seizure of such opportunities.
  • Knowledge and understanding of the principles of the engineering and design of large and small infrastructure projects in the Port, Rail and Pipeline environment.
  • The application of world class engineering principles on infrastructure projects.
  • Sound knowledge and understanding of the legislation pertaining to compliance, investment and risk management, process of evaluating regulatory and non-regulatory responses to financial and investment risk and selecting them in relation to their impact on the organisation.
  • Sound knowledge of the business environment, the relevant role players within the business and their key responsibilities and outcomes.
  • Sound knowledge and understanding of the policies, procedures and standards applied within the industry and their effect and impact on business.
