OverviewThe SADC Transfrontier Conservation Areas (TFCA) Financing Facility (FF) seeks a Monitoring & Evaluation Officer to design, implement and support the M&E framework for projects funded through its two financing window mechanisms. The role will provide technical M&E support for funding, monitoring, reporting and knowledge sharing across the continent, ensuring alignment with the SADC Programme and the IUCN One Programme Charter.
BackgroundIUCN Eastern and Southern Africa Regional Office (ESARO) operates in 24 countries in the Horn, East, South Africa and Western Indian Ocean. ESARO is the Project Executing Agency (PEA) for the SADC TFCA FF and a training window that supports wildlife managers and rangers across the region. The FF seeks to foster collaboration among stakeholders, produce bank able projects and strengthen eco , socio cultural and institutional connectivity within SADC TFCAs.
Key Responsibilities- Lead the design and implementation of the M&E framework for projects funded through the SADC TFCA Financing Facilities.
- Review log frames and indicators of the SADC TFCA Financing Facilities where necessary.
- Coordinate with M&E officers under other NaturAfrica components to achieve a common M&E approach.
- Develop standard reporting templates, data collection tools and indicator protocols for grant recipients.
- Review M&E sections in concept notes and proposals and provide technical input for clarity, realism and alignment with overall programme indicators.
- Support grantees with training, coaching and field based technical assistance to ensure proper implementation of monitoring systems and data quality assurance.
- Coordinate baseline studies, mid term reviews, final evaluations and thematic studies (e.g. human well being, food security, green jobs metrics).
- Participate in field missions and monitoring visits for data verification and compliance with donor reporting standards.
- Lead on the compilation of monitoring results, success stories and lessons learned, feeding into knowledge sharing platforms.
- Support the production of regular performance reports to the donor, including M&E sections of narrative reports.
- Ensure cross cutting issues such as gender, youth, human rights and environmental safeguards are integrated and reported in the monitoring system.
- Provide MEL support to the South Africa Country Office as needed by the Project Manager or the Country Representative.
- Support the Project Management Unit with technical capacity development, risk management, data curation, and reporting to the IUCN Programme and Project Portal.
- Carry out other relevant tasks assigned by the line managers.
- Advanced degree: Master's (or equivalent) in Monitoring & Evaluation, Development Studies, Environmental Management, Economics or related fields.
- At least 8 years of experience in monitoring, evaluation and learning for international projects or programmes within conservation or development sectors.
- Demonstrated experience designing, implementing and managing complex M&E for multi country, multi partner or multi sector projects.
- Proven track record in designing logframes, indicators and data collection tools, and managing evaluations.
- Experience with EU and BMZ funded projects.
- Excellent organisational and communication skills; ability to engage across organisational and geographical levels.
- Proficiency in data management and analysis, strong statistical skills desirable; familiarity with Smartsheet, Kobo Toolbox, PowerBI, SQL, etc.
- Strong facilitation skills and experience applying M&E methodologies.
- Capacity to work collaboratively within a diverse and multicultural team.
- Excellent writing skills in English; fluency in English is a requirement.
