Junior Portfolio Administrator - Fixed Term Contract
Job Description
The purpose of this role is to provide procurement services, including but not limited to, procuring goods and services.
KEY ACCOUNTABILITIES, MEASURES AND INTERFACES Procurement- Procuring goods and services for ECIC in line with the provisions of the Public Finance Management Act (including their Regulations), the Preferential Procurement Policy Framework Act (including their Regulations) and institutional procurement policy.
- Assist in demand and planning administration.
- Procurement compliance and governance administration, including reporting.
- Capture, maintain and submission of procurement statutory reports to National Treasury.
- Supplier and logistics administration.
- Monthly collation of invoices and submission to finance
- Follow up to ensure all purchase orders are accurately captured for the month.
- Assist with administering all contracts for the supply of goods and services and ensure all conditions are being met.
- Administration of procurement records.
- Schedule travel arrangements according to ECIC Travel Policy and applicable Treasury Instructions.
- Ensure timeous preparation of the travel budget.
- Maintain costs and work within established travel budgets.
- Manage and oversee relationships with the appointed Travel Management Company and other travel service providers.
- Conduct travel analytics and prepare travel management reports.
- Reviewing invoices against bookings and communicating bookings to travelers as required.
- Track travel spend against budget by keeping a record of travel undertaken and costs incurred, confirming invoices and keeping track of the budget balance available annually.
- Ensure timeous processing of invoices and that the travel credit card has sufficient funds and is reconciled to invoices.
- Safeguarding and reconciliation of travel petty cash.
- Manage and respond to customer service issues with all levels in the organization in a timely and effective manner.
- Conduct comprehensive and on-going reviews of the travel operations and travel policy to identify and improve process efficiencies and improve the traveler experience.

- Bachelors degree or Advanced Diploma (B. Tech) in supply chain management, finance or equivalent.
- At least two years' working experience in public procurement or supply chain management environment.
- Working knowledge of the Public Finance Management Act in so far as it relates to public procurement/supply chain management (including its regulations), and Preferential Procurement Policy Framework Act (including its regulations), and Broad Based Black Economic Empowerment Act.
- Knowledge of MS Dynamix 365will be advantageous.
- Strong analytical skills and attention to detail.
