IntroductionThe Health, Safety, Environmental and Quality Officer investigates accidents, incidents and complaints at places of work. Advise employees on Safety in the workplace and make sure the company adheres to the ISO 45001, ISO 14001 and ISO 9001 and Occupational Health and Safety Act requirements, by maintaining the company Safety Policy, ISO 45001, ISO 14001 and ISO 9001 systems and Occupational Health and Safety Act. Also by inspecting machines and equipment, checking and enforcing safety rules, submitting reports, attending meetings and seminars, maintaining permits and assuring a good register and document control ensures a safe and healthy working environment. Constant training re training and discipline allows for a Healthy, Safe conscious work force at all times thus ensuring the attainment of safety achievements by the company.
AdministrationCompile Safety Reports on a Monthly Basis with Regard to:
- ISO 45001, ISO 9001 and ISO 14001 Statistics
- Main Safety Committee Meeting Minutes

Liase with Head Office SHEQ on a monthly basis with regard to accident claims and prepare statistics for circulation to management.

Maintain the Site HSE Management Document Control System.
Audit and InspectionsAssist the designated persons / employer with preparations in the event of internal and external Audits and Inspections.
Accompany and assist Auditors / Inspectors on the premises during Audits / Inspections.
Audit and endorse Safety and Safety related registers on as laid down in the company Safety Management system with regard to:
- Portable tool registers
- Lifting gear registers
- Safety harness registers
- Ladder, scaffolding and moveable platform registers
- Safety Representative monthly inspection books
- Vehicles and plant registers
- Trench inspections and barricading registers
- First aid kits
- Fire extinguishers inspections
Perform Internal Audits / Inspections with regard to housekeeping, safe work procedures, machine guarding, equipment and workplaces and take immediate corrective action in the event of deviations from the Safety Programme.
Together with a Management Team, conduct Internal Audits.
Perform monthly safety audits on the PI subcontractors and CBI teams on site.
Perform random "spot checks" on daily vehicle checklists with regard to company vehicles, cranes etc.
Assist the Construction Supervisor, Safety representatives and Project Managers by conduct inspections on the site camps, construction sites and existing services in the trenches with the safety representative inspection books.
InvestigationsInvestigate accidents and incidents, gather all relevant information by means of enquiries and implement corrective and preventative action.
Identify problem areas on the construction site and have a pro-active drive to prevent incidents and accidents as well as recommend safe work practices continuously.
Maintain incident / accident investigation documentation to comply with the O.H.S. and C.O.I.D. Act Regulations as well as the company investigation procedure requirements.
Assist with lighting, ventilation, safety signs, and other safety related surveys as required by the O.H.S. Act and Regulations.
Investigate the availability and correct use of safety equipment on a random basis and initiate the purchase / replacement of such equipment.
MeetingsAttend monthly Departmental SHEQ Meetings (Sub) and provide constructive assistance and recommendations within such meetings to ensure compliance with the SHEQ Programme.
Attend site meetings with Management, Auditors and visitors.
Training- Prepare and compile safety topics for safety talks for Supervisors.
- Present SHEQ Induction Training to new employees, visitors and contractors.
- Provide recommendations to the Project Manager as to SHEQ Training requirements for the site.
- Arrange Safety Training courses.
- Present training on the correct use of P.P.E. i.e. hearing protection; respiratory equipment; eye protection etc.
- Issue Hazardous Chemical Data Sheets and train employees on the content of such sheets.
- Continuously advise employees on Safe Work Procedures and Risk assessments and maintaining safe work areas.
- Train relevant employees on the method for using Hot Work Permits.
- Train employees on Environmental Pollution Control.
- Maintain good Industrial Relations with employees.
- Assist with disciplinary hearings and enquiries in the event of deviations from the Safety Programme.
- Promote and maintain the "Off the Job" Safety Programme.
- Ensure the requirements for fire prevention and protection are met with respect to licenses and permits.
- Ensure that flammable materials are stored in accordance with the Legal and F.P.A. standards and requirements.
- Ensure all fire alarms are in good working order by means of regular testing.
- Serve on the Site Fire Team and ensure that the Team receives adequate training by initiating drills as required by the company Risk Management Programme.
- In conjunction with the project management team, assist and co-ordinate evacuation drills.
- Ensure all Fire Fighting equipment is in good order by coordinating inspections and repairs to such equipment by outside institutions and maintain documentation of such inspections and repairs.
- Check and enforce safety regulations in the company.
- Keep up to date with Technology, Laws and Regulations, safe work conditions and equipment and building regulations.
Update the site O.H.S. Act books/posters as changes in legislation occur.
Keep abreast of legislation relating to Health and Safety matters by:
- Attending short courses
- Experiences of neighbouring industries
- Assists with the implementation and maintenance of a ISO 14001 Environmental Management System with regard to:

- ISO , 9001, 14001 experience essential
- Basic electricity course is an advantage
- Experience and knowledge in cable construction and cable installation on site.
- Experience in development of HSE documentation and administration for a construction site.
- Registered and in good standing with the SACPCMP
- Experience in Microsoft Windows, Word and Excel
